  17. <p>Washington and Brussels move cautiously ahead on trade
  18. </p>
  19. <p>     The announcement by Washington that European Community firms
  20. will be barred from bidding on an unspecified number of U.S.
  21. contracts sounded ominous. Made in retaliation for the E.C.'s
  22. refusal to open its $13 billion telephone-switching-equipment
  23. market to foreign bidders, it seemed just the sort of move that
  24. might presage a full-bore trade war.
  25. </p>
  26. <p>     Behind this setback, however, was Europe's agreement to
  27. throw open its $20 billion electric-utility market in exchange
  28. for Community access to the Tennessee Valley Authority and five
  29. other federal power administrations. Both sides say the
  30. compromise should allow them to focus on more important issues,
  31. like agriculture, still dividing them in the stalled Uruguay
  32. Round of the General Agreement on Tariffs and Trade.
